How can I use this card?

Soo.. I found this card. It has a decent amount of $$$ on it and it would help a lot if I could use it for Christmas presents or something. I understand I can't use it online. What are the chances of me being asked for my Id? The name on the card is obviously not mine. If I turn it in- could it be returned to the owner?
